Customs clearance

Such a concept does not exist in current legislation; however, it existed earlier and is so ingrained that importers and inspectors still use it.

This term refers to certain customs operations when importing or exporting goods to the territory of the Eurasian Economic Union (EAEU).

They can be divided into 2 stages:

Preparatory stage (prior to the import of goods into the territory of the EAEU):

  • Preparation of commercial documents (contracts, invoices, etc.) taking into account customs requirements
  • Execution of permits (licenses, notifications, certificates, etc.)
  • Calculation and payment of customs duties
  • Preparation of statutory and registration documents for the registration of the importer as a foreign trade operator
  • Other preparatory activities

Customs operations (after the actual importation of goods):

  • Preparation of commercial documents (contracts, invoices, etc.) taking into account customs requirements
  • Preliminary inspection of goods at temporary storage warehouse (if necessary)
  • Customs declaration
  • Responding to customs inquiries, providing explanations on goods
  • Customs inspection (when such a decision is made by the customs)
  • Release of goods by customs
  • Receipt of goods at temporary storage warehouse (on the basis of a customs declaration marked "release allowed")
